Treasuries are one of the safest and most liquid securities available to investors, and provide a benchmark for financing rates across time horizons. Short-maturity Treasuries serve as a substitute investment for many short-term lenders. When rates on these short-maturity Treasuries are particularly high, it indicates that short-term financing is becoming more expensive. Low rates can indicate either a flight by financial investors to the safety and liquidity of Treasuries or an easing of financing costs. The level of rates over different time horizons can reflect expectations of the future path of interest rates.
